THE PECOS COUNTY COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON MONDAY, JANUARY 26, 2026, AT 10:00 A.M. IN THE COUNTY COURTROOM, PECOS COUNTY COURTHOUSE, 103 W. CALLAGHAN, FORT STOCKTON, TEXAS.

1. Prayer.

2. Public Comments on Agenda Items.

3. Court to consider and/or act upon approving Minutes of Previous Meeting(s).

4. Court to consider and/or act upon discuss Funding Request from Trans-Pecos Weather Modification Association.

5. Court to consider and/or act upon Presentation from Global Life Family Heritage Division regarding Health Supplemental Insurance for Pecos County Employees.

6. Court to consider and/or act upon approving Pay Rate Increase for the Election Administrator.

7. Court to consider and/or act upon Resolution for Implementing Fees for all Election Equipment to include ExpressVote, DS200 and Electionware.

8. Public Hearing reference renewal of Pecos County Guideline and Criteria for Tax Abatement under the Provisions of the Texas Tax Code § 312.002 et seq and §380 et seg.

9. Court to Consider and/or act upon adopting Resolution for renewal of  Pecos County Guidelines and Criteria for Tax Abatement under the Provisions of the Texas Tax Code § 312.002 et seq and §380 et seg.

10. Court to consider and/or act upon approving Lease Agreement for Xerox Machine for Veterans’ Service Office.

11. Court to consider and/or act upon authorizing payment to Lynch, Chappell & Alsup for Legal Fees for 83rd District Attorney Ori White from unexpended 2025 Budgeted Funds, in the amount of $12,087.27, and subject to approval of other Counties that Fund the 83rd District Attorney’s Office.

12. Court to consider and/or act upon Memorandum of Understanding with Fort Stockton ISD for participation of Funding for the Recreation Department Center, not to exceed $100,000.00.

13. Court to consider and/or act upon request from Pecos County Sheriff Office to purchase a Convection Oven for the Jail, to be paid from Sheriff’s Discretionary Commissary Funds. (Ben E. Keith, $9,622.89).

14. Court to consider and/or act upon request from Pecos County Sheriffs’ Office to purchase Ice Machine for the Pecos County Jail, to be paid from Sheriff’s Discretionary Commissary Funds. (Commercial Ice Machine Company, $7,539.11).

15. Court to consider and/or act upon Order Prohibiting Outdoor Burning (Burn Ban) for a 90 Day period, beginning January 26, 2026, thru April 25, 2026.

16. Court to consider and/or act upon Proclamation for Disaster Declaration Threat of Wildfires.

17. Court to consider and/or act upon Order Extending Disaster Declaration Threat of Wildfires.

18. Court to consider and/or act upon raising Capitalization Limit from $5000 to $10,000 beginning 2026.

25. Court to consider and/or act upon extending Health Insurance for Precinct 1 Employee.

26. Court to consider and/or act upon Resolution designating Pecos County Judge as Authorized Signatory for the Sale of Lots 1&3 Block 34 and all of Blocks 35 & 40, of the St. Gall Addition to the City of Fort Stockton, Pecos County, Texas.

27. Court to consider and/or act upon request from Precinct 3 to allow Allen Harris to haul off Debris no longer used by the County.

28. Court to consider and/or act upon request from Precinct 2 to install Texas-New Mexico Power Electric Meter at the Baroid Building, to be utilized for Equipment Storage and for Maintenance of Equipment/Vehicles.

29. Court to consider and/or act upon request from Precinct 4, to purchase a Mini Roller, to be paid from Budgeted Funds.

30. Court to consider and/or act upon request from Precinct 4, to purchase Water for Road & Bridge Paving Projects, to be paid from Budgeted Funds.

31. Court to consider and/or act upon request from Precinct 4 to release Budgeted Funds for the Fort Stockton Park Fence Improvements.

32. Court to consider and/or act upon Presentation from Raymond Straub on TCEQ Violation Updates for Pecos County Fresh Water Wells and Future Work.

33. Court to consider and/or act upon extending Lease Agreement for C&J Cable, LLC, at 201 A Street, Pecos County Industrial Park, Lot 1, Blk 4, for an additional (1) Year, under existing Agreement. (expiring February 9, 2027).

34. Court to consider and/or act upon approving Agreement with Manny Ortiz, Jr., for installation of Automated Golf Shop Machine, for the Iraan Golf Course.

35. Court to call for bids for Iraan County Park-Splash Pad Chain Link Fence with Top Rail, (3) Gates including 4” Concrete Curb, Sidewalks and (2) Concrete Slabs for existing Awnings. Bid to be received and opened in the Pecos County Auditor’s Office, by 3:00 p.m., on Wednesday, February 11, 2026. Bid to be awarded in Commissioners Court on Monday, February 23, 2026.

36. Court to call for bids for 50,000 Tons (more or less) of Crushed Limestone (#1 & #2 Flex Base); price quoted should include: (1) freight, delivered charges to Fort Stockton, Iraan, Imperial & Coyanosa, (2) at yard (not delivered). Bid to be received and opened in the Pecos County Auditor’s Office, by 3:00 p.m., on Wednesday, February 11, 2026. Bid to be awarded in Commissioners Court on Monday, February 23, 2026.

37. Court to call for bids for 10,000 tons (more or less) of Crushed Aggregate, State Grade #3, #4, #4 Modified, and #5; price quoted should include: (1) freight, delivered charges to Fort Stockton, Iraan, Imperial, Coyanosa, Hwy 2023, Harral Road & Puckett Road, (2) at yard (not delivered). Bid to be received and opened in the Pecos County Auditor’s Office, by 3:00 p.m., on Wednesday, February 11, 2026. Bid to be awarded in Commissioners Court on Monday, February 23, 2026.

38. Court to call for bids for 100,000 Gallons (more or less) of CSS-IH Emulsion (or equivalent); price quoted should include a minimum of 2 hours demurrage charge and freight charges for delivery to Fort Stockton, Iraan, Imperial & Coyanosa. Bid to be received and opened in the Pecos County Auditor’s Office, by 3:00 p.m., on Wednesday, February 11, 2026. Bid to be awarded in Commissioners Court on Monday, February 23, 2026.

39. Court to call for bids for 100,000 Gallons (more or less) of CRS-2 Emulsion (or Equivalent); price quoted should include a minimum of 2 hours demurrage charge and freight charges for delivery to Fort Stockton, Iraan, Imperial and Coyanosa. Bid to be received and opened in the Pecos County Auditor’s Office, by 3:00 p.m., on Wednesday, February 11, 2026. Bid to be awarded in Commissioners Court on Monday, February 23, 2026.

40. COUNTY TREASURER TO PRESENT:

A. Court to approve or disapprove Financial Report.
B. Court to consider and/or approve payment of County Overtime.

41. COUNTY AUDITOR TO PRESENT:

A. Court to approve or disapprove request for Line Item Transfers and Budget Amendments.
B. Court to approve or disapprove Reports of County Office(s).
