THE PECOS COUNTY COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON MONDAY, FEBRUARY 9, 2026, AT 10:00 A.M. IN THE COUNTY COURTROOM, PECOS COUNTY COURTHOUSE, 103 W. CALLAGHAN, FORT STOCKTON, TEXAS.

AGENDA:

1. Prayer.

2. Public Comments on Agenda Items.

3. Court to consider and/or act upon approving Minutes of Previous Meeting(s).

4. Court to consider and/or act upon discuss Funding Request from Trans-Pecos Weather Modification Association.

5. Court to consider and/or act upon Presentation from Global Life Family Heritage Division regarding Health Supplemental Insurance for Pecos County Employees.

6. Court to consider and/or act upon Presentation regarding utilizing Villescas Research, Media & Instruction, LLC (VRMI), to provide Grant Opportunity Assessment and Grant Application Development Services for up to Ten (10) Federal and/or State Grant Opportunities, with total fees not to exceed $235,000.

7. Court to consider and/or act upon Presentation from Raymond Straub on TCEQ Violation Updates for Pecos County Fresh Water Wells and Future Work.

8. Court to consider and/or act upon request from Precinct 4, to purchase a Pneumatic Roller for all Precincts, to be paid from Budgeted Funds.

9. Court to consider and/or act upon request from Precinct 4, to purchase a Water Transfer Tank Trailer, to be paid from Budgeted Funds.

10. Court to consider and/or act upon ratifying Agreement Amendment #1, for Precinct 3 Memorial Marker Highway Sign.

11. Court to consider and/or act upon approving Tax Refund Application(s), as presented by Tax Assessor/Collector.

12. Court to consider and/or act upon approving quote from American Emergency Products, for Graphics, Equipment and Supplies, for Precinct 3 Constable, to be paid from Contingency Funds. ($3,528.77).

13. Court to consider and/or act upon Memorandum of Understanding with Fort Stockton ISD for participation of Funding for the Recreation Department Center, not to exceed One Million Dollars,($1,000,000.).

14. Court to consider and/or act upon accepting Donation from Comanche Springs Rodeo for the Pecos County Coliseum and Civic Center Exterior Lighting.

15. Court to consider and/or act upon approving the GASB75 Valuation Report for 2024 as prepared by CapRisk Consulting Group.

16. Court to consider and/or act upon approving purchase of Caterpillar Trencher Attachment for Precinct 3, to be paid from Budgeted Funds.

17. Court to consider and/or act upon approving Lease Agreement for a Backhoe Hammer ($2394.00 monthly fee) and 2025 Komatsu Excavator ($1700.00 weekly fee) for the Iraan Youth Center demolition, to be paid from PILOT Payments.

18. Court to consider and/or act upon request from ET Gathering & Processing LLC, to bore Pond Road in Precinct 4, to replace existing Gas Line. (Sec. 52 & 53, Blk. 2, FSIL Survey).

19. Court to consider and/or act upon request from West Texas Gas Energy to bore Pecos County Roads in Coyanosa to replace existing Gas Lines.

20. Court to consider and/or act upon allowing Precinct 3 to purchase (1) Kiddie Pool Slide and (1) diving Board for the Iraan Pool, to be paid from Budgeted Funds.

21. Court to consider and/or act upon allowing Precinct 3 to purchase (2) Diving Boards for the Sheffield Pool, to be paid from Budgeted Funds.

22. Court to consider and/or act upon allowing Precinct 3 to purchase (2) Basketball Goals for the Sheffield Park, to be paid from Budgeted Funds.

23. Court to consider and/or act upon Precinct 3 to purchase Playground Equipment and Freight Cost for the Sheffield and Iraan Parks, to paid from Budgeted Funds.

24. Court to award Bid for the Construction of (30) Golf Cart Storage Bays at the Desert Pines Golf Course, bid was received and opened by 3:00 p.m. on Wednesday, January 28, 2026, at the Pecos County Auditor’s Office.

25. COUNTY TREASURER TO PRESENT:

A. Court to approve or disapprove Financial Report.
B. Court to consider and/or approve payment of County Overtime.

26. COUNTY AUDITOR TO PRESENT:

A. Court to approve or disapprove request for Line-Item Transfers and Budget Amendments.
B. Court to approve or disapprove Reports of County Office(s).
C. Court to approve or disapprove Financial Report.
D. Court to examine and approve or disapprove all Accounts.
