THE PECOS COUNTY COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON MONDAY, APRIL 13, 2026, AT 10:00 A.M. IN THE COUNTY COURTROOM, PECOS COUNTY COURTHOUSE, 103 W. CALLAGHAN, FORT STOCKTON, TEXAS.

1. Prayer.

2. Public Comments on Agenda Items.

3. Court to consider and/or act upon Approving Minutes of Previous Meeting(s).

4. Court to consider and/or act upon proclaiming April 19-25, 2026, as National Volunteer Week in Pecos County. (Texas A&M AgriLife Extension Center).

5. Court to consider and/or act upon Proclaiming April 26th to May 3rd, 2026, as Soil & Water Stewardship Week.

6. Court to consider and/or act upon Application to establish a Neighborhood Road in Sheffield Texas, under Transportation Code §251.053.

7. Court to hear Presentation of Quarterly Business Review from Technology Consultant/ Regional Sales Manager from CTSI.

8. Court to discuss, consider and/or act upon CTSI Cybersecurity Training Program.

9. Court to consider and/or act upon approving Quote #45073 from CTSI, approved in FY26 Budget for Replacement Workstations for Pecos County.

10. Court to consider and/or act upon approving Ratified Agreement for BBT, for new Service Installation of Smart Biz Office Pro with Static/29, for the Pecos County Sheriff’s Office.

11. Court to consider and/or act upon approving Tax Refund Application(s), as presented by Tax Assessor/Collector.

12. Court to consider and/or act upon approving Software and Hardware Contract and Certificate of Interested Parties with Pritchard and Abbot, for Pecos County Tax Office, (September 1, 2026 – August 31, 2029).

13. Court to consider and/or act upon request from Chief Juvenile Probation Officer, for out of state travel to Ruidoso, New Mexico. (West Texas Juvenile Chiefs Association).

14. Court to consider and/or act upon amending Budget for the Veteran’s Office for a Copy Machine, to be paid from Contingency Funds.

15. Court to consider and/or act upon approving Agreement for donation of Labor, Equipment, and Material from Production Solutions LLC, for improvements to portion of Pucket Road and Hwy 285 South Intersection, to meet County Standards with approval of Precinct 2 Commissioner.

16. Court to consider and/or act upon approving Ratified Contract for Release of Confidential Information and Certification Contract, for Grant Administration Services, for the Clients Texas Community Development Block Grant (TxCDBG), for Program Year 2025, 03J-Water Improvements, Grant Agreement Numbers CCF25-0321 and CDV25-0322.

17. Court to consider and/or act upon approving Contract from Enprotec/Hibbs & Todd for Engineering/Surveyor and Services for Pecos County’s 2025 TxCDBG Grant Program CDV25-0322. (Water Storage Improvements Project).

18. Court to consider and/or act upon approving purchase of a 2027 Kenworth Dump Truck for Precinct 3 R&B, to be paid from Budgeted Funds, (previously approved 2025 Kenworth, on January 12, 2026).

19. Court to consider and/or act upon allowing Precinct 3, to extend 480ft Fence at the Iraan Golf Course, to be paid from Budgeted Funds.

20. Court to consider and/or act upon approving (1) Year Lease Agreement for the Iraan/Sheffield Chamber of Commerce, for Precinct 3 Building, located at 405, S. Blanton, in Iraan, Pecos County, Texas. (April 13, 2026 – April 12, 2027).

21. Court to consider and/or act upon approving Letter of Intent authorizing Iraan Fire Department to apply for a new Chassis through TFS Grant, Tanker to be paid from Line Item Transfer Funds.

22. Court to consider and/or act upon approving Change Order from LT Construction for additional Concrete for the Iraan Park Splash Pad. (PILOT Funds).

23. Court to consider and/or act upon decommissioning Precinct 3 Constable Truck and allowing the transfer to Precinct 3 Road & Bridge, to be paid from Precinct 3 R&B and R&M Line Item.

24. Court to consider and/or act upon request from Precinct 4 to utilize excess Budgeted Funds from the Fort Stockton Yard Fence Project, for various Projects.

25. Court to consider and/or act upon Texas Tech University Health Sciences Center to continue Telemedicine Clinic Services in Coyanosa, Pecos County, Texas.

26. Court to discuss, consider and/or act upon allowing Energy Transfer Corporation to remove or abandon existing Pipeline Crossing at Mobile Road, Mobile Plant Road, and Pecos Farm Road, in Precinct 4.

27. Court to consider and/or act upon approving January & February County Court Fees.

28. Court to discuss, consider and/or act upon Policy for Employee Uniforms.

29. Court to consider and/or act upon authorizing JSA Architects’ Inc., to provide Professional Architectural Services for the Design and Construction Administration, for the Precinct 3, Iraan Community Center, to be received and opened by 4:00 p.m., Thursday, April 16, 2026, in the Pecos County Auditors Office. Bid to be awarded Monday, April 27, 2026, in Commissioners Court.

30. COUNTY TREASURER TO PRESENT:

A. Court to approve or disapprove Financial Report.
B. Court to consider and/or approve payment of County Overtime.

31. COUNTY AUDITOR TO PRESENT:

A. Court to approve or disapprove request for Line-Item Transfers and Budget Amendments.
