Commissioner’s Court Regular Session Agenda 10/12/21

THE PECOS COUNTY COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON TUESDAY, OCTOBER 12, 2021, AT 10:00 A.M. IN THE COUNTY COURTROOM, PECOS COUNTY COURTHOUSE, 103 W. CALLAGHAN, FORT STOCKTON, TEXAS.

1. Prayer.

2. Public Comments on Agenda Items.

3. Court to consider and/or act upon approving Minutes of Previous Meeting(s).

4. Court to consider and/or act upon approving Proclamation for the Fort Stockton, Iraan-Sheffield Chamber of Commerce Week. (October 18th through October 23rd).

5. Court to consider and/or act upon awarding Fuel Bid; Bid was received in Pecos County Auditor’s Office on September 29, 2021, by 4:00 p.m. (effective 10/01/21 thru 09/30/22).

6. Court to consider and/or act upon discussion regarding amending error in Measurements for previous Bid awarded to Basin Roofing Construction, for Building Roof repairs. (Old Precinct #2 Office).

7. Court to consider and/or act upon discussion to change Order for previous Bid awarded to Basin Roofing Construction, for Building Roof Repairs. (EMT Helicopter Headquarters).

8. Court to consider and/or act upon approving Resolution for Pecos County Memorial Hospital USDA Grant.

9. Court to consider and/or upon authorizing FMH Foundation Grant, awarded to Pecos County Memorial Hospital. (Grant purpose for Hospital and Clinic Patient Care Equipment).

10. Court to consider and/or act upon awarding Bid for the Beacon Tower and Light, which was submitted to Auditors Office by 4:00 p.m. on Wednesday, October 6, 2021, for the Pecos County Air Terminal. (No Bids were received on Wednesday, September 8, 2021).

11. Court to consider and/or act upon entering into Lease Agreement with Warren Cat Rental for an Excavator, for Precinct 4.

12. Court to consider and/or act upon request from the City of Fort Stockton, to cut West 42nd Lane, in Precinct #4, for a Sewer Tap.

13. Court to consider and/or act upon request from Precinct 4 to repair a 2013 John Deere 5101E Utility Tractor.

14. Court to consider and/or act upon request from Commissioner of Precinct 4 to purchase a DR Brush Mower Pro Max 52T, in the Amount of $4,357.92, to be paid from Precinct 4 regular Budget Funds.

15. Court to consider and/or act upon adjusting the Salaries for Employees and positions in the Border Prosecution Unit Grant.

16. DISCUSSION ONLY (NO FINAL ACTION TAKEN) – Discussion only will occur, and no final action will be taken, regarding the County’s 2021 Redistricting Project, including: (a) the County’s redistricting obligations based on the 2020 US Census data to redraw and revise the County’s commissioner precinct boundaries to comply with federal law and other authority; (b) consideration, with public discussion, participation, and input, regarding potential options for the redrawing and revision of the County’s commissioner precinct boundaries to comply with said authority; and (c) all related project matters, including documents, analysis, and scheduling.

17. PUBLIC HEARING: A public hearing will be conducted regarding the County’s 2021 Redistricting Project to obtain public discussion, participation, and input regarding potential options for the redrawing and revision of the County’s commissioner precinct boundaries to comply with federal law and other authority. The Commissioners Court adopted Guidelines for public participation regarding the Project, and those Guidelines may be reviewed and downloaded from the County’s website at www.co.pecos.tx.us. The Guidelines, among other things, require that: (a) all comments be submitted in writing, even if made orally at the public hearing; and (b) all written comments must be delivered to the County by the close of the public hearing. Any redistricting plan submitted to the County for consideration must conform to the redistricting Criteria adopted by the Commissioners Court, and those Criteria may be reviewed and downloaded from the County’s website at www.co.pecos.tx.us

18. EXECUTIVE/CLOSED SESSION MEETING – An executive/closed session meeting may be held, as needed, pursuant to sections 551.071(2) and 551.129 of the Texas Government Code (consultation with attorney) for the Commissioners Court to consult with and seek advice from its attorneys regarding: (a) the County’s 2021 Redistricting Project, including County redistricting obligations and standards, the 2020 US Census data, documents, analysis, and scheduling; and (b) any other matter described in this meeting agenda.

19. PCMH

A. Court to examine and approve or disapprove Transfer of Funds for PCMH.
B. Court to consider and/or approve payment of Overtime for PCMH.
C. Court to examine and approve or disapprove Accounts Payable for PCMH.
D. Court to hear Report on Updates at PCMH.

20. COUNTY TREASURER TO PRESENT:

A. Court to approve or disapprove Financial Report.
B. Court to consider and/or approve payment of County Overtime.

21. COUNTY AUDITOR TO PRESENT:

A. Court to approve or disapprove request for Line-Item Transfers and Budget Amendments.
B. Court to approve or disapprove Reports of County Office(s).
C. Court to approve or disapprove Financial Report.
D. Court to examine and approve or disapprove all Accounts.

22. Open discussion with Public and News Media on today’s Agenda Items.
