Commissioner’s Court Regular Session Agenda 11/10/2025

THE PECOS COUNTY COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON MONDAY, NOVEMBER 10, 2025, AT 10:00 A.M. IN THE COUNTY COURTROOM, PECOS COUNTY COURTHOUSE, 103 W. CALLAGHAN, FORT STOCKTON, TEXAS.

1. Prayer.

2. Public Comments on Agenda Items.

3. Court to consider and/or act upon approving Minutes of Previous Meeting(s).

4. Court to consider and/or act upon appointing Two Members to the Fort Stockton Public Library Board.

5. Court to consider and/or act upon Resolution acknowledging the 70th Anniversary for the Fort Stockton Historical Society’s Operation of the Annie Riggs Museum.

6. Court to consider and/or act upon adopting Pecos County District Clerk Jury Selection Plan.

7. Court to consider and/or act upon participating in Funding for the Ector/Midland County Permian Basin Behavioral Health Center, not to exceed $500,000.00.

8. Court to consider and/or act upon entering into an Inter-Local Agreement for Labor and Equipment, between Pecos County and Pecos County Memorial Hospital District, for Spraying and Resurfacing of the Hospital Parking Lot.

9. Court to consider and/or act upon Agreement with Pecos County Sheriff Office and Absolute Fire Protection, Inc. to replace outdated System to Comply with Texas Jail Standards.

10. Court to consider and/or act upon Declaring a 2001 Peterbilt Brush Truck as Surplus and to approve Pecos County Fort Stockton Fire Department to Donate to Terrell County Sanderson Fire Department.

11. Court to consider and/or act upon request from Precinct 3 to pay Spring Branch Water Well Service, for Iraan Cemetery Well repairs, to be paid from Contingency Funds, (Invoice date: August 28, 2025).

12. Court to consider and/or act upon request from Precinct 3 to pay Spring Branch Water Well Service, for Iraan Cemetery Well repairs, to be paid from Contingency Funds, (Invoice date: October 3, 2025).

13. Court to consider and/or act upon approving Surety Bond for 1 St Assistant Auditor.

14. Court to consider and/or act upon approving Tax Refund Application(s), as presented by Tax Assessor/Collector.

15. Court to consider and/or act upon request from Precinct 3 to transfer Funds from All Precincts R&B #3 Improvement Fund to R&B Precinct 3, for General Repairs/Maintenance and Supplies.

16. Court to consider and/or act upon approving Payment to Abel Rodriguez for the Iraan EMS Awning, to be paid from Contingency or Fund Balance.

17. Court to consider and/or act upon accepting Donation from Apex Clean Energy to Precinct 2 for purchase of Trees for Rooney Park.

18. Court to consider and/or act upon request from 112Th District Attorney’s Office to reallocate Budgeted Funds to establish a Business Manager Position.

19. Court to consider and/or act upon purchasing Five (5) Scanners for the County Clerk’s Office to replace the obsolete Scanners from 2011.

20. Court to consider and/or act upon approving Pecos County Jail to establish new Checking Account with First National Bank for Commissary Purposes.

21. COUNTY TREASURER TO PRESENT:

A. Court to approve or disapprove Financial Report.
B. Court to consider and/or approve payment of County Overtime.

22. COUNTY AUDITOR TO PRESENT:

A. Court to approve or disapprove request for Line-Item Transfers and Budget Amendments.
B. Court to approve or disapprove Reports of County Office(s).
C. Court to approve or disapprove Financial Report.
D. Court to examine and approve or disapprove all Accounts.

23. Open discussion with Public and News Media on today’s Agenda Items.

24. Court to convene in EXECUTIVE SESSION; §551.087. DELIBERATION REGARDING ECONOMIC DEVELOPMENT NEGOTIATIONS; CLOSED MEETING: (1) to discuss or deliberate regarding commercial or financial information that governmental body has received from a business prospect, that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting Economic Development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1).

25. Court to take Action if necessary on Executive Session pursuant to Texas Government Code §551.087, (deliberation regarding Economic Development negotiations).

26. Court to consider and/or act upon to Accept, Approve, and Execute a Tax Abatement Agreement with Poolside Inc., located within the Longfellow Renewable Energy Reinvestment Zone Established on January 13, 2025, by resolution of the Pecos County Commissioners Court, under the Provisions of Texas Tax Code 312 et seq., and accept a $1,000.00 Payment to Pecos County to cover Local Administrative Cost associated with processing the Application.
