THE PECOS COUNTY COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON MONDAY, OCTOBER 27, 2025, AT 10:00 A.M. IN THE COUNTY COURTROOM, PECOS COUNTY COURTHOUSE, 103 W. CALLAGHAN, FORT STOCKTON, TEXAS.
1. Prayer.
2. Public Comments on Agenda Items.
3. Court to consider and/or act upon approving Minutes of Previous Meeting(s).
4. Court to consider and/or act upon Presentation regarding Ector and Midland County Project Overview of Permian Basin Behavioral Health Center.
5. Court to consider and/or act upon Accept, Approve, and Execute a Tax Abatement Agreement with Bighorn Ridge Solar, LLC, located within the Selenite Springs Reinvestment Zone Established on August 11, 2025, by resolution of the Pecos County Commissioners Court, under the Provisions of Texas Tax Code 312 et seq., and accept $1,000.00 Payment, to Pecos County to cover Local Administrative Cost associated with processing the Application.
6. PUBLIC HEARING: To move Yield Sign from Old Grandfalls Hwy South at Old Grandfalls Hwy West Intersection, and to install Yield Sign on Old Grandfalls Hwy South, merging onto Old Grandfalls Hwy West; to install Stop Signs on Old Grandfalls Hwy East at West Dump Road Intersection, and on Cemetery Road at Old Grandfalls Hwy South Intersection, in Imperial, Texas, Precinct 4.

Court to consider and/or act upon moving Yield Sign from Old Grandfalls Hwy South at Old Grandfalls Hwy West Intersection, and to install Yield Sign on Old Grandfalls Hwy South, merging onto Old Grandfalls Hwy West; to install Stop Signs on Old Grandfalls Hwy East at West Dump Road Intersection, and on Cemetery Road at Old Grandfalls Hwy South Intersection, in Imperial, Texas, Precinct 4.
8. Court to consider and/or act upon Amending Resolution for Precinct 3 Highway Marker name change to reflect Constable Allen A. Graham Memorial Highway.
9. Court to consider and/or act upon request from Precinct 2 to transfer Funds from All-Precincts Capital Summary Improvement Funds to Road & Bridge, for Part Time Salaries and Fuel.
10. Court to consider and/or act upon allowing Precinct 2 to install WiFi at the Large Community Hall.
11. Court to consider and/or act upon request from Precinct 2, to approve payment from A-Plus Playgrounds for Pickleball Courts.
12. Court to consider and/or act upon request from Precinct 4 to pay Spring Branch Water Well Service for the Coyanosa Water Well #3 repairs, to be paid from Contingency Funds.
13. Court to consider and/or act upon approving Lease Agreement for (1) Xerox Copier and (1) Desktop Copier for the Pecos County EMS.
14. Court to consider and/or act upon proclaiming November 11, 2025, to be observed as Veterans’ Day in Pecos County.
15. Court to consider and/or act upon extending Health Insurance for Precinct 1 Employee.
16. Court to consider and/or act upon calling for Bids for Coyanosa Pool Renovations, to be received and opened in the Pecos County Auditor’s Office by 3:00 p.m., Wednesday, November 19, 2025; Bid to be awarded November 24, 2025, in Commissioners Court.
17. Court to consider and/or act upon accepting Software Service Agreement and Invoice for Tyler Technology for Eagle Recorder for County Clerk Office, ($60,308.00).
18. Court to consider and/or act upon approving the 2026 TCDRS (Texas County and District Retirement System) Rate.
19. Court to consider and/or act upon Predator Control Report from USDA-APHIS Wildlife Services.
20. Court to consider and/or act upon entering into an Agreement with Computer Information Systems (CIS) CAD System for the Pecos County Sheriff’s Office.
21. Court to consider and/or act upon allowing Two Jailers to attend Sul Ross Law Enforcement Academy with a Two Year Agreement of Employment for the Funding of Tuition.
22. Court to consider and/or act upon Resolution, reference Bullet-Resistant Components for Law Enforcement Vehicles Grant Program for the Pecos County Sheriff’s Office.
23. Court to consider and/or act upon accepting Reimbursement Grant ($265,000.00), from the Texas Forest Service for the Fort Stockton Fire Department for the purchase of a Large Brush Fire Truck; original purchase amount of $471,250.00, was approved by the Commissioners Court on October 15, 2024.
24. Court to consider and/or act upon request from Pecos County WCID #1 to cut Road (1289 Greasewood Rd.) in Precinct 1, for a Water Line.
