THE PECOS COUNTY COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON MONDAY, NOVEMBER 24, 2025, AT 10:00 A.M. IN THE COUNTY COURTROOM, PECOS COUNTY COURTHOUSE, 103 W. CALLAGHAN, FORT STOCKTON, TEXAS.

AGENDA:

1. Prayer.

2. Public Comments on Agenda Items.

3. Court to consider and/or act upon approving Minutes of Previous Meeting(s).

4. Court to consider and/or act upon approving the 83rd District Attorney Office to use Budgeted Salary Line-Item Funds for Salary Supplements, no additional Funds requested.

5. Court to consider and/or act upon approving Salary Adjustment for Election Judges, Alternate Judges and Lead Early Voting Clerks.

6. Court to consider and/or act upon providing Cell Phone for the Election Administrator solely for Election use.

7. Court to consider and/or act upon request for Applications and Resume’s for County Veterans Service Officer.

8. Court to discuss consider and/or act upon information regarding Tax Exemptions for Persons Aged 65 or Older and for Disabled Persons.

9. Court to consider and/or act upon Resolution for increasing the Local Option Homestead Exemption for Persons Aged 65 or Older and for Disabled Persons.

10. Court to consider and/or act upon request from Building Maintenance to fund additional expenditures as needed for remainder of 2025.

11. Court to consider and/or act upon Predator Control Report from USDA-APHIS Wildlife Services.

12. Court to consider and/or act upon Amended Resolution for Precinct 3 Highway Marker name change to reflect Constable Allen A. Graham Memorial Highway and to approve updated payment amount of $3,000.00, for additional letters, to be paid from Road & Bridge Contingency Funds.

13. Court to consider and/or act upon Relinquishment Act Lands Oil and Gas Lease of the East 74.69 net Mineral Acres of the J. S. Yell Survey, A-9185, Pecos County, Texas  to Twin Creek Resources for a Three (3) year term, with a bonus payment of $93,362.50; 12.5% Royalty, subject to approval by the State of Texas RAL Lease form and authorizing the County Judge to execute any documents reasonable or necessary to the Lease and related matters.

14. Court to consider and/or act upon accepting Donation from Oxy Petroleum Corporation, to Pecos County – Fort Stockton Fire Department, for future purchase of a Pumper Truck.

15. Court to consider and/or act upon approving Change Order No. (1) & Final from JSA Architect’s, Inc, with decreased amount of (-$44,878.83), for the Iraan EMS remodel and additions.

16. Court to consider and/or act upon awarding Bid for Coyanosa Pool Renovations. Bid was received and opened by 3:00p.m. on Wednesday, November 19, 2025, in the Pecos County Auditors Office.

17. Court to consider and/or act upon approving Fort Stockton Public Library to purchase (5) Computers, to be paid from Data Processing.

18. Court to consider and/or act upon request from Precinct 2 to pay Jorge’s Electric for Meter Loop upgrades at Rooney Park Locations, to be paid from Contingency Funds. (Tennis Courts, Warehouse Building, and Large Community Hall).

19. Court to consider and/or act upon approving Tax Refund Application(s), as presented by Tax Assessor/Collector.

20. COUNTY TREASURER TO PRESENT:

A. Court to approve or disapprove Financial Report.
B. Court to consider and/or approve payment of County Overtime.
C. Investment Reports – Amendments.

21. COUNTY AUDITOR TO PRESENT:

A. Court to approve or disapprove request for Line-Item Transfers and Budget Amendments.
B. Court to approve or disapprove Reports of County Office(s).
C. Court to approve or disapprove Financial Report.
D. Court to examine and approve or disapprove all Accounts.
