THE PECOS COUNTY COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON TUESDAY, OCTOBER 13, 2026, AT 10:00 A.M. IN THE COUNTY COURTROOM, PECOS COUNTY COURTHOUSE, 103 W. CALLAGHAN, FORT STOCKTON, TEXAS.

AGENDA:

1. Prayer.

2. Public Comments on Agenda Items.

3. Court to consider and/or act upon approving Minutes of Previous Meeting(s).

4. Public Hearing reference Action to Designate and Establish the Marigold BESS Reinvestment Zone under the Provisions of Texas Tax Code 312 et seq.

5. Court to consider and/or act upon approving Resolution Designating and Establishing the Marigold BESS Reinvestment Zone under the Provisions of Texas Tax 312 et seq.

6. Court to consider and/or act upon Accept, Approve, and Execute a Tax Abatement Agreement with Marigold BESS LLC, under the Provisions of Texas Tax Code 312 et seq., and accept a $1,000.00 Payment to Pecos County to cover Local Administrative Cost associated with processing the Application.

7. Public Hearing reference Action to Designate and Establish the Greasewood III Reinvestment Zone under the Provisions of Texas Tax Code 312 et seq.

8. Court to consider and/or act upon approving Resolution Designating and Establishing the Greasewood III Reinvestment Zone under the Provisions of Texas Tax 312 et seq.

9. Court to consider and/or act upon Accept, Approve, and Execute a Tax Abatement Agreement with Greasewood III LLC, under the Provisions of Texas Tax Code 312 et seq., and accept a $1,000.00 Payment to Pecos County to cover Local Administrative Cost associated with processing the Application.

10. Court to consider and/or act upon authorizing Pecos County EMS Director to apply for Emergency Medical Response Staffing Program Grant through TWC and to execute all documents necessary for completion of the application.

11. Court to consider and/or act upon accepting Donation to Pecos County Sheriff Office from XTO Energy. ($2,500.00)

12. Court to consider and/or act upon approving Camera System from Guardian Security for the Pecos County Sheriff Office/Iraan Substation for CJIS Compliance.

13. Court to consider and/or act upon approving Surety Bond for 1st Assistant Auditor.

14. Court to consider and/or act upon request from Precinct 1 for Funds up to $25,000.00, to cover utilities for reminder of FY-2026, to be paid from Contingency Funds.

15. Court to consider and/or act upon Hiring LT Construction, LLC, to repair Exterior Concrete Work at Courthouse, to be paid from Budgeted Funds.

16. Court to consider and/or act upon Proclamation from Community Action Partnership, Naming October 30, 2026, as Weatherization Day in Pecos County.

17. Court to consider and/or act upon contracting with MAC Construction Asphalt Paving and Chip Sealing for repairs including Crack Seal, Overlay and related repairs at the Iraan Airport, and exempting from Bid Process – Vendor is a Member of the Buy Board.

18. Court to call for Bids for the Iraan Swimming Pool Repairs, to be received and opened in the Pecos County Auditor’s Office by 4:00 p.m. on Wednesday, November 4, 2026, Bid will be awarded in Commissioners Court on Monday, November 9, 2026.

19. Court to call for Bids for Sheffield Swimming Pool Repairs, to be received and opened in the Pecos County Auditor’s Office by 4:00 p.m. on Wednesday, November 4, 2026, Bid will be awarded in Commissioners Court on Monday, November 9, 2026.

20. COUNTY TREASURER TO PRESENT:

A. Court to approve or disapprove Financial Report.
B. Court to consider and/or approve payment of County Overtime.

21. COUNTY AUDITOR TO PRESENT:

A. Court to approve or disapprove request for Line-Item Transfers and Budget Amendments.
B. Court to approve or disapprove Reports of County Office(s).
C. Court to approve or disapprove Financial Report.
D. Court to examine and approve or disapprove all Accounts.

22. Open discussion with Public and News Media on today’s Agenda Items.

23. Court to consider and/or act upon entering in Executive Session §551.071. CONSULTATION WITH ATTORNEY; CLOSED MEETING. (1),(A),(B), to discuss pending Litigation.

24. Court to consider and/or act upon authorizing Terms of Settlement of Pending Litigation (Woodward v. Pecos County).
