Commissioner’s Court Regular Session Agenda 5/11/26

THE PECOS COUNTY COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON MONDAY, MAY 11, 2026, AT 10:00 A.M. IN THE COUNTY COURTROOM, PECOS COUNTY COURTHOUSE, 103 W. CALLAGHAN, FORT STOCKTON, TEXAS.

AGENDA:

1. Prayer.

2. Public Comments on Agenda Items.

3. Court to consider and/or act upon approving Minutes of Previous Meeting(s).

4. Court to consider and/or act upon Proclaiming May 25, 2026, as Memorial Day.

5. Court to consider and/or act upon approving Donation of Wreaths from Gerardo and Darrla Pules, to be placed at Zero Stone Park for Veterans on Memorial Day.

6. Court to consider and/or act upon Appointing Frank Rodriguez to PermiaCare Board of Trustees for a Two-Year Term, (June 26, 2026 – June 25, 2028).

7. Public Hearing reference to Designate and Establish the APEX Clean Energy Reinvestment Zone under the Provisions of Texas Tax Code 312 et seq.

8. Court to consider and/or act upon approving the Resolution Designating and Establishing the APEX Clean Energy Reinvestment Zone under the Provisions of Texas Tax 312 et seq.

9. Court to consider and/or act upon Accepting, Approving, and Executing a Tax Abatement Agreement with Glass Mountain Solar, LLC,  under the Provisions of Texas Tax Code 312 et seq., and accept $1,000.00 Payment to Pecos County to cover Local Administrative Cost associated with processing the Application.

10. Court to hear a Presentation from Pacifico Energy regarding the development of the GW Ranch in Pecos County.

11. Court to Review, Discuss, and/or act upon an Agreement to complete a “Shovel-Ready” Grant Application for a Texas Water Development Board Grant (Water Supply & Infrastructure Grant) for Rural Public Water Supply Development. The proposed Agreement is for the Engineering, Permitting, and Grant Application for a Shovel-Ready Project for the Pecos County Fresh Water Coyanosa Pumping Station Wellfield.

12. Court to Review, Discuss, and/or act upon recommendations for the continued investigation of the source of Radionuclide impacted Waters in the Pecos County Fresh Water Coyanosa Pumping Station Wellfield in compliance with the TCEQ, and in the support of the development of the TWBD Grant for additional replacement Wells for the Field.

13. Court to consider and/or act upon approving Tax Refund Application(s), as presented by Tax Assessor/Collector.

14. Court to consider and/or act upon accepting Donation from Charles R. Hart, for the Imperial Public Library Summer Reading Program, (In Memory of Pauline & Charles Hart $250.00).

15. Court to consider and/or act upon accepting Donation from Rio Grande Electric Cooperative, Inc. for the Coyanosa Library Summer Reading Program. ($500.00).

16. Court to consider and/or act upon request from Precinct 4 to use remaining Coyanosa Pool Budgeted Funds to purchase a Pool Handicap Lift.

17. Court to consider and/or act upon approving April 2026 County Court Fees.

18. Court to consider and/or act upon approving Interlocal Cooperation Agreement between Fort Stockton 4-A Economic Development, to place a Ten-Member Task Force in Fort Stockton, Texas, for strategic purposes related to Wildfire Response.

19. Court to consider and/or act upon approving Change Order from LT Construction for additional Concrete for the Iraan Park Splash Pad.

20. Court to discuss and/or act upon approving Donation to the Iraan Chamber of Commerce in the amount of $10,000.00, to be used for the Alley Oop Celebration June 5-6, 2026, to be paid from Contingency Funds.

21. Court to consider and/or act upon approving Funds for Precinct 2 for Fuel and Caliche for Road Maintenance and Improvement at Bruce Ranch, for the 911 Emergency Tower, to be paid from Contingency Funds.

22. Court to consider and/or act upon accepting GASB75 Valuation as prepared by CapRisk for the year ending December 31, 2025.

23. Court to award Bid for the Iraan Community Center, Bid was received and opened in the Auditors’ Office by 4:00 p.m., Thursday, May 7, 2026, and to authorize JSA Architect’s to prepare Contract for Construction.

24. COUNTY TREASURER TO PRESENT:

A. Court to approve or disapprove Financial Report.
B. Court to consider and/or approve payment of County Overtime.

25. COUNTY AUDITOR TO PRESENT:

A. Court to approve or disapprove request for Line-Item Transfers and Budget Amendments.
B. Court to approve or disapprove Reports of County Office(s).
C. Court to approve or disapprove Financial Report.
D. Court to examine and approve or disapprove all Accounts.

26. Open discussion with Public and News Media on today’s Agenda Items.
