Commissioner’s Court Regular Session Agenda 8/24/2026

THE PECOS COUNTY COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON MONDAY, AUGUST 24, 2026, AT 10:00 A.M. IN THE COUNTY COURTROOM, PECOS COUNTY COURTHOUSE, 103 W. CALLAGHAN, FORT STOCKTON, TEXAS.

AGENDA:

1. Prayer.

2. Public Comments on Agenda Items.

3. Court to consider and/or act upon approving Minutes of Previous Meeting(s).

4. Court to consider and/or act upon raising Salary for the Election Administrator retroactive August 1, 2026.

5. Court to consider and/or act upon request from APEX Clean Energy to perform temporary Geotechnical (15)-Borings along Old Alpine Hwy in Precinct 1, and to determine Fee for same.

6. Court to consider and/or act upon removing the Comanche Springs Pool Decking and to apply Deck-O-Seal Around Entire Pool Perimeter.

7. Court to consider and/or act upon Predator Control Report from USDA-APHIS Wildlife Services.

8. Court to consider and/or act upon approving Iraan Fire Dept to purchase Forcible Entry Door, to be paid from Budgeted Funds.

9. Court to consider and/or act upon Contract Renewal for Fixed Base Operations at Fort Stockton/Pecos County Airport for Fort Stockton Aviation, LLC, for a 6 Year Period from September 1, 2026, thru August 31, 2032, with Consideration of Adjustment to Contract.

10. Court to consider and/or act upon extending Bid Deadline, for Lease of Land Bids, (due to posting time frame). Six Hundred Twenty-Eight and Thirty-Five (628.35) Acres, more or less, described as 628.35 +/- Acres of Land, legally described as Abstract 5022, Block 146, Section 18, of T&STL. Bids to be received, opened and awarded, during Regular Commissioners Court Meeting at 10:00 a.m, on Monday, September 14, 2026.

11. Court to consider and/or act upon calling for Bids for Fuel (#2 Diesel & Unleaded Gasoline), to be received and opened until 3:00 p.m. on Wednesday, September 9, 2026, in the Pecos County Auditor’s Office. Bid will be awarded in Commissioners Court on Monday, September 14, 2026, (time to cover 10/1/2026 thru 9/30/2027).

12. Court to consider and/or act upon approving Order for the General Election to be held on November 3, 2026.

13. Court to consider and/or act upon approving Notice for the General Election to be held on November 3, 2026.

14. Public Hearing reference HB 1533 & SB 526, County Clerk’s Archival Plan for County Clerk’s Archive Fees and Record Management Fees.

15. Court to consider and/or act upon Adopting Records Archival Plan for County Clerk’s Archive Fees and Record Management Fees.

16. Public Hearing on the proposed 2027 Pecos County Budget.

17. Court to consider and/or act upon Adopting 2027 Pecos County Budget; must be a Record Vote. (If the Court is ready to Adopt by Record Vote).

18. Public Hearing for Proposed Tax Rate; if Proposed Tax Rate will exceed the Voter Approval Rate or No New Revenue Tax Rate, take a Record Vote.

19. Court to consider and/or act upon Adopting 2026 Proposed Tax Rate; if Proposed Tax Rate will exceed the Voter Approval Rate or No New Revenue Tax Rate, take a Record Vote.

20. Court to consider and/or act upon adopting the Proposed Tax Rate for the Maintenance and Operation for General Fund for 2026 at .676 per $100 of Taxable Value. (Record Vote).

21. Court to consider and/or act upon adopting the Proposed Tax Rate for the Road and Bridge Maintenance and Operation for 2026 at .123 per $100 of Taxable Value. (Record Vote).

22. Court to consider and/or act upon setting Total Tax Rate for 2026 at .799 Cents per $100 of Taxable Value. (Record Vote).

23. Public Hearing for Proposed Tax Rate; for Branch Maintenance Tax Rate, for Maintenance and Operation (2026) for Midland College Williams Regional Technical Training Center Campus at 0.0190 Cents per $100 of Taxable Value, with Tax Rate to be set on August 24, 2026.

24. Court to consider and/or act upon setting Branch Maintenance Tax Rate for Maintenance and Operation (2026) for Midland College Williams Regional Technical Training Center Campus at 0.019 Cents per $100 of Taxable Value. (Record Vote).

25. Court to consider and/or act upon Setting Salaries, Expenses and other Allowances for all Elected County and Precinct Officers for 2027.

26. COUNTY TREASURER TO PRESENT:

A. Court to approve or disapprove Financial Report.
B. Court to consider and/or approve payment of County Overtime.

27. COUNTY AUDITOR TO PRESENT:

A. Court to approve or disapprove request for Line-Item Transfers and Budget Amendments.
