Commissioner’s Court Regular Session Agenda 10/25/21

THE PECOS COUNTY COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON MONDAY, OCTOBER 25, 2021, AT 10:00 A.M. IN THE COUNTY COURTROOM, PECOS COUNTY COURTHOUSE, 103 W. CALLAGHAN, FORT STOCKTON, TEXAS.

1. Prayer.

2. Public Comments on Agenda Items.

3. Court to consider and/or act upon approving Minutes of Previous Meeting(s).

4. Court to consider and/or act upon proclaiming November 11, 2021, to be observed as Veterans’ Day in Pecos County.

5. Court to consider and or act upon authorizing Signatures for the Subdivision Participation Forms for the Opioid Settlement Proceeds, as set forth in the State of Texas and Political Subdivisions.

6. Court to consider and/or act upon adopting Resolution for the Opioid Settlement Proceeds as set forth in the State of Texas and Texas Political Subdivisions.

7. Court to consider and/or act upon request for Funds from the Pecos County Sheriff’s Office, to cover Fuel and Vehicle Maintenance Expenses for the remainder of 2021.

8. Court to consider and/or act upon abandoning undeveloped Easement in Section 25, Block 146, T & St L Ry Co., Pecos County, dated September 23, 1963 and recorded at Volume 270, Page 132, Deed Records of Pecos County, Texas, and/or Easement in Section 24, Block 146, T & St L Ry Co., Pecos County, dated August 26, 1963 and recorded at Volume 268, Page 272, Deed Records of Pecos County, Texas, said Easements having not been developed or used.

9. Court to consider and/or act upon consolidating Precincts 3, 4 & 5 for Election Day, November 2, 2021, contingent on having enough required workers to work per State Election Code, to be held at the Iraan Senior Citizen Center.

10. Court to consider and/or act upon consolidating Precincts 6 & 9 for Election Day, November 2, 2021, contingent on having enough required workers to work per State Election Code, to be held in the Imperial Community Center.

11. Court to consider and/or act upon purchase of a Tower Clock for Pecos County Courthouse, celebrating Pecos County 150 Year Anniversary.

12. Court to consider and/or act upon Inter-local Agreement between Lubbock County, Texas (acting through the Regional Public Defender for Capital Cases) and Pecos County, (effective October 1, 2021 through September 30, 2022), thereafter, Agreement shall renew automatically each October 1st, for a successive One-Year Term through September 30, 2023, unless otherwise terminated under this Agreement.

13. Court to consider and/or act upon amending Service Agreement for Charity Care Policy with Emergicon LLC & Pecos County EMS.

14. Court to consider and/or act upon increasing Mileage Fees for Professional Services for Emergicon LLC & Pecos County EMS from $15.00 to $23.00 per Mile.

15. Court to consider and/or act upon approving 83rd District Attorney’s Budget for Lone Star Grant for Region 1-Border Prosecution Unit-HB9.

16. Court to consider and/or act upon approving Surety Bond for 1st Assistant Auditor Diane Avila.

17. Court to consider and/or act upon approving Tax Refund Application, as presented by Tax Assessor/Collector, Santa Acosta.

18. Court to consider and/or act upon request from Precinct 4 to purchase a Caterpillar 299D3 EXD2 Compact Track Loader from Buy Board, to be paid from 2022 Budgeted Funds.

19. Court to consider and/or act upon Resolution, reference Pecos-2022 OLS (Operation Lone Star) Grant Program for the Pecos County Sheriff’s Office.

20. Court to consider and/or act upon request to purchase three, 2022-F150 Vehicles from Buy Board (previously approved in Budget) for the Pecos County Sheriff’s Office, to be delivered after January 1, 2022.

21. Court to consider and/or act upon request to purchase a 2022- F250 Vehicle from Buy Board (previously approved in Budget) for the Pecos County Emergency Management, to be delivered after January 1, 2022.

22. Court to consider and/or act upon request to purchase License Plate Reader Trailer for the Pecos County Sheriff’s Office, to be reimbursed from the OPSG-20 Grant.

23. Court to consider and/or act upon discussion/action allowing Department of the Air Force, the Air Force Laboratory and the Kirtland Air Force Base New Mexico, to install a temporary Ionospheric Sounder at the Pecos County Shooting Range, for Summer of 2022 (Geographic Coordinates, Lat: 30.8869 N & Lon: 102.8327 W).

24. Court to consider and/or act upon Predator Control Report from USDA-APHIS Wildlife Services.

25. PCMH

A. Court to examine and approve or disapprove Transfer of Funds for PCMH.
B. Court to consider and/or approve payment of Overtime for PCMH.
C. Court to examine and approve or disapprove Accounts Payable for PCMH.
D. Court to hear Report on Updates at PCMH.

26. COUNTY TREASURER TO PRESENT:

A. Court to approve or disapprove Financial Report.
B. Court to consider and/or approve payment of County Overtime.

27. COUNTY AUDITOR TO PRESENT:

A. Court to approve or disapprove request for Line-Item Transfers and Budget Amendments.
B. Court to approve or disapprove Reports of County Office(s).
C. Court to approve or disapprove Financial Report.
D. Court to examine and approve or disapprove all Accounts.
